Insurance Commissioner Kim Holland wants you to know about 'The Oklahoma High Risk Insurance Pool'. This insurance pool was created to serve those who are considered medically uninsurable or high risk. In layman's terms, that means anyone in Oklahoma, who has been denied health insurance due to a serious health condition. In certain cases, it also applies to those who have been quoted very high premiums, again due to a serious health condition.

The high risk pool is a non-profit, legal entity created by the Oklahoma Legislature. The pool's policy is administered by Benefit Management, Inc. (BMI). For more information, please contact Morgan Moran in Oklahoma City (800) 554-9142.

The Oklahoma high risk pool charges premiums for its insurance, just as traditional health insurers do. Premiums could seem high because they are not partially paid by an employer. However, the premiums will be no more than 50 percent above standard health insurance rates. Because the Pool covers high-risk people, it incurs a higher level of claims than premiums can cover. The insurance industry pays into the pool to make up the difference and help it remain viable.

While every situation cannot be covered here, generally speaking, the pool's primary purpose is to provide insurance coverage for those with grave or chronic health problems. This is done to limit the pool to Oklahomans who truly need it. Specific guidelines are described in the contract, but generally, you:

•Must have lived in Oklahoma at least one year
•Must have been rejected for health insurance by two companies or have been quoted very high premiums
•Cannot be institutionalized in a penal, drug or alcohol facility.

Health Insurance FAQ: "Can 'Non-citizens' obtain health insurance?

Most health insurance companies require people to be living in the United States for at least 6 months before they can apply for health insurance coverage. Some companies will make non-citizens wait as long as a year, sometimes even two years.

A social security number is generally required when completing a health insurance application but some health insurance companies will underwrite without. In some cases, if a non-citizen is trying to prove United States residency, the insurance companies will ask for proof in the form of utility bills, rent receipts or passport stamps.

What does a non-citizen do during the 6 month period when they are not eligible? In this situation, finding a travel plan would be the best option. Travel health insurance plans are similar to health insurance plans and can be found by either calling the insurance department in your state or searching on the internet. -- Please Comment
