Are you having problems getting insurance in Missouri? Did you know the 'Missouri Health Insurance Pool' program (MHIP) is offered by the State of Missouri? You can count on it too, it is administered by Anthem Blue Cross and Blue Shield and Blue Cross and Blue Shield of Kansas City. The Missouri Health Insurance Pool program is designed for residents who, because of high-risk status: are unable to obtain health care coverage; have been involuntarily terminated from their health care coverage, or are being charged more than 150 percent of standard premiums for health care coverage. The MHIP was established by and operates according to legislation enacted by the Missouri General Assembly in 1991. Although the MHIP is not an insurance company, it is supervised by the Missouri Department of Insurance. The MHIP is funded by premiums paid by its enrollees and assessments paid by health insurers and HMOs that issue coverage to Missouri residents. There is no limit on the number of individuals who may be enrolled in the MHIP.

The MHIP offers individual health coverage through five major medical plans. Four plans differ only in the amount of the annual deductible and out-of-pocket maximums. Plan V is the new high deductible health plan designed only for use with a health savings account. Deductibles range from $500 to $5,000; out-of-pocket maximums range from $2,500 to $5,000.

The maximum benefit payable on behalf of any individual during his or her lifetime under any plan or combination of plans the MHIP offers is $1,000,000 for all injuries and illnesses combined. Health Insurance FAQ: What is the difference between network and non-network?

Health Insurance companies negotiate special contracts with doctors, hospitals, labs and other facilities. These contracts provide that the health insurance companies will send their policyholders to these doctors, hospitals, labs and facilities in return for special pricing for their policyholders.

The special pricing is a set amount for each different service, generally 35-50% less than the actual charge would be. These pricing levels are not to be changed without mutual consent between the provider and the health insurance company as the contracts is binding. When an applicant signs on with a health insurance company, immediate access is granted to the health insurance companies contracted providers.

The entire list of the health insurance companies contracted providers would be called the network or in-network. Of course, the policyholder can choose to go to a provider that the health insurance company does not have a contract with, also known as out-of-network or non-network, but the policyholder will no longer get special pricing. In addition, the health insurance company may choose not to honor money spent at an out-of-network provider. It is always wise to be aware of your providers and the health insurance companies whom they are contracted with as an unintentional visit to an out-of-network provider could turn out very costly.
